The twenty-fifth Meeting of the Parties to the Montreal Protocol (MOP25) reconvened on Tuesday for the second day of the preparatory segment.

In the morning, delegates discussed the funding of production facilities for HCFCs and the terms of reference for the study on the Multilateral Fund (MLF) replenishment for 2015-2017. They also debated: implementation of the Protocol with regard to small island developing states; harmonizing and validating of the MLF climate impact indicator; and proposed amendments to the Protocol including the proposal from Canada, the US and Mexico on the phase-down of HFCs. A contact group on funding of production facilities for HCFCs met during lunch, immediately followed by a meeting of the budget committee.

In the afternoon, plenary reconvened to conclude discussions on proposed amendments to the Protocol, hear a report from the Implementation Committee (ImpCom) on compliance and data reporting issues and to discuss other matters on staffing changes at the Ozone Secretariat and the reclassification of Croatia to a non-Article 5 country. Delegates also reviewed a draft decision on the final report of the TEAP on additional information on ODS alternatives. Contact groups met in the evening on the terms of reference for the study on the MLF replenishment for 2015- 2017, and on the implementation of the Protocol with regard to SIDS.
