OWG-13The UN General Assembly’s Open Working Group (OWG) on Sustainable Development Goals (SDGs) continued its 13th session at UN Headquarters in New York on Thursday, 17 July 2014.

Opening the meeting, Co-Chair Macharia Kamau, Permanent Representative of Kenya, announced that the Group must finish discussing all remaining goals on Thursday so that the goals can be concluded on Friday, with another full read-through of a new draft. He also announced that parallel consultations would take place throughout the day on four “difficult” issues: the heading for Goal 16 (Enable sustainable development by achieving peaceful and inclusive societies, promoting the rule of law at all levels, providing justice for all and building effective and capable institutions nationally and internationally); Goal 6’s (water and sanitation) reference to transboundary water management; inefficient fossil fuel subsidies in Goal 7 (energy); and references to sexual and reproductive health and reproductive rights in Goals 3 (health) and 5 (gender equality and women’s empowerment).

During the day, the Co-Chairs took the OWG through a second reading of goals 8-17, based on text revised following the informal-informal consultations held from 9-11 July and discussions in OWG-13 on Monday and Tuesday. By 10:00 pm, when the meeting concluded for the night, the OWG had finished the second reading of:

*Proposed goal 8. Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all
*Proposed goal 9. Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation
*Proposed goal 10. Reduce inequality within and among countries
*Proposed goal 11. Make cities and human settlements inclusive, safe and sustainable
*Proposed goal 12. Promote sustainable consumption and production patterns
*Proposed goal 13. Combat climate change and its impacts
*Proposed goal 14. Conserve and sustainably use the oceans, seas and their resources for sustainable development
*Proposed goal 15. Protect and promote sustainable use of terrestrial ecosystems, sustainably manage forests, and halt and reverse land degradation and biodiversity loss
*Proposed goal 17, Strengthen the means of implementation and the global partnership for sustainable development

On Friday morning, the OWG will resume consideration of proposed goal 16 (Enable sustainable development by achieving peaceful and inclusive societies, promoting the rule of law at all levels, providing justice for all and building effective and capable institutions nationally and internationally), since informal consultations were still ongoing Thursday night.
