Eleventh Global Major Groups and Stakeholders Forum (GMGSF -11)

GMGSF-11 (formerly known as the Global Civil Society Forum) convened Sunday 21 February and Monday 22 February, prior to the Eleventh Special Session of the UN Environment Programme (UNEP) Governing Council/ Global Ministerial Environment Forum (GCSS-11/GMEF) ( Bali, 24-26 February).

The first day of the GMGSF included the traditional dialogue with Achim Steiner, Executive Director of UNEP. It also addressed issues relating to the Simultaneous Extraordinary Meetings of the Conferences of the Parties to the Basel, Rotterdam, and Stockholm Conventions (ExCOPs) (22-24 February, Bali).

Under the theme “Environment in the multilateral system,” GMGSF-11 also considered International Environmental Governance and sustainable development, the "Green Economy," and biodiversity and ecosystems. The Forum also discussed the Rio+20 Summit planned for 2012.

OPENING SESSION
Sascha Gabizon, newly-elected Chair of the Major Groups Facilitating Committee, led the opening session.
Angela Cropper, Deputy Executive Director, UNEP, said this week's meetings are an opportunity to prove the multilateral and UN systems are relevant, seminal and effective after Copenhagen.
Henri Bastaman, Deputy Minister for Environmental Communication and Community Empowerment, Indonesia, called attention the issues of oceans and benefits for indigenous peoples.
SESSION 1: EXCOPS

Nelson Sabogal, Basel Convention Secretariat, presented on enhancing cooperation and coordination among the three conventions.
Mariann Lloyd-Smith, International POPs Elimination Network, stressed that fundamental change is needed in the way societies manage chemicals.
Jim Puckett, Basel Action Network, highlighted that developing countries carry a disproportionate portion of the burden of hazardous waste issues.
Session 2: ENVIRONMENT IN THE MULTILATERAL SYSTEM - PART I

Maria Ivanova, College of William & Mary, promoted the establishment of a civil society advisory body on IEG.
Elenita Dano, Action Group on Erosion, Technology & Concentration, asked for a more proactive role for civil society in the Global Environmental Governance debate.
John Scanlon, UNEP, presented the themes and structure of the GC/GMEF.
SESSION 3: DIALOGUE WITH ACHIM STEINER
Achim Steiner, Executive Director of UNEP, openly shared his views during the dialogue.

SESSION 4: ENVIRONMENT IN THE MULTILATERAL SYSTEM - PART II
Olivier Deleuze, Director, Liason Office to the EU, UNEP
Mildred Mkandla, EarthCare Africa, who chaired this session.
Ben Simmons, Economics and Trade Branch, UNEP, gave a keynote presentation on Green Economy and UNEP's Green Economy Initiative.
Sally Jeanrenaud, Coordinator, Green Economy Coalition, stated that the Green Economy must be a value-driven economy that is life-enhancing, and that civil society has an important role to play in developing alternative development visions.
Tim Kasten, Deputy Director, Division of Environmental Policy Implementation, UNEP, discussed the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), and the need to place economic value on biodiversity and ecosystems.
Mark Lonsdale, Diversitas/ICSU, underlined that the key gap that IPBES needs to fill is the bridge between science and policy.

SESSION 5: TOWARDS A WORLD SUMMIT ON SUSTAINABLE DEVELOPMENT (RIO+20 SUMMIT) IN 2012
The panel discussion was led by Cecilia Iglesias.
Felix Dodds, Executive Director, Stakeholder Forum for a Sustainable Future, discussed potential outcomes of Rio+20.
SESSION 6: REFINING THE KEY MESSAGES TO THE SSGCXI/GMEF
Cecilia Iglesias presented the common message from the regional groups and the Scientific and Technological Community.
Jan-Gustav Strandenaes, who chaired the session.
A representative for Indigenous Peoples and their Communities stressed the involvement of indigenous peoples and recognition of traditional knowledge in decision-making processes.
Ingrid Rydberg, representing Farmers, underlined that sustainable agriculture is at the core of a Green Economy.
Martina Bianchini, representing Business and Industry, promoted balancing environmental, social and economic aspects in sustainable development.
