Highlights for Monday, 17 March 2008

The fifth session of the Open-ended Ad Hoc Working Group of Legal and Technical Experts on Liability and Redress (WGLR 5) in the context of the Cartagena Protocol on Biosafety convened on Monday for its fifth day of negotiations in Cartagena de Indias, Colombia.

During the morning delegates consulted informally in regional groups. In the afternoon, delegates met in plenary to further consider the core elements paper. Co-Chair Lefeber tabled a draft decision, which integrated the options from the working draft into the pieces of the core elements paper.

In the evening delegates reconvened in plenary to establish a working method for the remainder of the meeting. Whilst some delegates preferred to continue working on the basis of the working draft, others preferred to work with the core elements paper. After some debate, delegates established a Friends of the Chair group to work on the basis of the core elements paper but it was immediately adjourned. It will reconvene Tuesday at 8:00 am.
