Highlights for Tuesday, 28 November 2006 The eighth meeting of the Conference of the Parties (COP8) to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal convened throughout the day in the Committee of the Whole (COW) where delegates addressed legal and financial matters, resource mobilization, sustainable financing, partnerships and the work of the Mobile Phone Working Group (MPWG), international cooperation and synergies, reporting, and technical matters.

Jukka Uosukainen, Ministry of the Environment, Finland, on behalf of the EU, noted some countries had not met COP7 financial commitments and that such outstanding contributions from parties are required to implement the Convention.

On resource mobilization and sustainable financing, Bernarditas C. Muller, the Philippines, said that the Convention should look at existing financial mechanisms, notably the Basel Convention Technical Cooperation Trust Fund, prior to examining other possibilities.

Shuichi Takano, Japan, welcomed increased activity of the Convention’s Secretariat and preferred the triennium 2007-2009 Option 3, which counts for one COP and one meeting of the OEWG with reduction of translation services.

Oswaldo Álvarez, Chile, on behalf of the Latin American and Caribbean Group (GRULAC), expressed concerns about the extent of administrative expenses and the impact of the trust fund.
|
On resource mobilization and sustainable financing, Atle Fretheim, Norway, expressed support for the Technical Trust Fund and a broad approach to financing.
|
On resource mobilization and sustainable financing, O.O. Dada, Ministry of Environment, Nigeria, urged for predictable financial mechanisms and called for coordination between Basel and Kyoto Secretariats to enable developing countries to benefit from the CDM.

Paul Garnier, Swiss Confederation, called for a pragmatic approach focusing on programmatic priorities and suggested developing a revised triennium 2007-2009 Option 2, which counts for one COP and two meetings of the OEWG.
|
Aryamanya-Mugisha Henry, National Environment Management Authority (NEMA), Uganda, congratulated the MPWG on the Initiative, but wanted assurance that the necessary financial resources are available for training and outreach workshops before the decision is adopted.

David Brown, US, recalled that the Basel Convention already had its own funding mechanism.

Yong-kook Won, Korea Environment & Resources Corporation, explained that although an increased budget for Basel is necessary, it is not a cure-all successful implementation and stressed the need to focus on working with regional centres.
|
Yue Ruisheng, China, expressed concern that streamlining the number of meetings would weaken the Convention.
|
Cecep Herawan, Indonesia, noted lack of financing could undermine the the capacity of developing countries to implement their Basel committments.

Farah Bouqartacha, Morocco, supported Option 1 for the biennium 2007-2008 with one meeting of the OEWG.
|
Sikou.B.M.Njai, Gambia, highlighted that African’s are most vulnerable to toxic wastes, that the problem is increasingly serious and cautioned against avoiding it.
|
Anne M. O'Toole, Environment Canada, supported Option 1, noting it provided reasonable provision for meetings and would prevent delays in addressing compliance matters, should they arise.

Mary I. Mushi, Tanzania, supported Option 1 and expressed her appreciation for the financial support of Parties.
|
On resource mobilization and sustainable financing, Freddy Mupoti Sikabongo, Ministry of Environment and Tourism, Namibia, underscored resource mobilization as the most important issue.
|
Nayet Al-Tayyar, Kuwait, welcomed the proposal on resource mobilization, noting that in the future it could provide alternatives and options for all countries.

Claudia Fénérol, Basel Secretariat, introduced reports on: the work of the Basel Convention Partnership Programme (BCPP) and stakeholder consultations on the concept for partnerships on the environmentally safe management of used and end-of-life computing equipment.

Marco Buletti, Swiss Confederation, Chair of the MPWG, reported on the guidance document on the environmentally safe management of used and end-of-life phones prepared by the group and the accomplishments of the MPPI.
|
On resource mobilization and sustainable financing, Jorge Ojeda, Colombia, highlighted GEF as a viable alternative for a sustainable financing mechanism.

Virginia Negretti, Venezuela, noted the need for the pilot project to be applicable to developing countries.
|
Lakshmi Raghupathy, India, on the issue of cooperation and synergies, she stressed the need for working groups to focus on filling gaps and avoid overlap with other initiatives.

Muhammed Ali, YPSA, NGO platform on shipbreaking, Bangladesh, suggested including reference to the BAN Ammendment in the ship dismantling report.

Cees Luttikhuizen, the Netherlands, on behalf of the EU, presented the EU's draft conference room paper on ship dismantling.
