comments and input from the IATF, governments,
international organizations and NGOs during the WCDR
preparatory process.

panel was chaired by Siddiqur Rahman Choudhury,
Secretary, Bangladesh’s Ministry for Food and Disaster

Teixeira,
Secretary General, Mozambique Red Cross, emphasized its
long-term approaches to community-based disaster
preparedness, the lack of funding for sustaining
preparedness programmes and the need for indicators and
assessments to ensure readiness.

Yvette
Stevens, Assistant Emergency Relief Coordinator and
UN/OCHA Director, stressed the global community’s
responsibility to address the global, regional and local
risks that contribute to disasters.

José Llanes Guerra, Director, Cuba’s National
Disaster Office, outlined Cuba’s civil defense
approach, highlighting the important role of
community-level activities and local leadership.

4.1 on Disaster prevention functions and disaster resistant
sustainable livelihood
|

Sumedha Jayasena, Minister of Women's Empowerment and
Social Welfare (Sri Lanka), urged reconstruction efforts to focus on
sustainable livelihoods.
|
The
thematic cluster session 4.1 on Disaster prevention
functions and disaster resistant sustainable livelihood was
co-chaired by Tadatsugu Tanaka, Professor,
University of Tokyo, and Anil Subedi, Country Director,
Intermediate Technology Development Group, Nepal.

Homma, Director-General, Niigata Prefecture, explained the
role of drainage systems in disaster reduction.
|
Yohei Sato, Professor, Tokyo University of Agriculture,
underscored that rural communities not only produce food but
help increase disaster resilience.

Bollin, Programme Manager, Disaster Risk Management in
Development Cooperation, GTZ.

Yousaf Pashtun,
Minister of Urban Development and Housing, Afghanistan, said
Afghanistan has an opportunity to build effective governance
structures from scratch, learning from best practice.
|
Oscar René Alcántara, civil society representative, Honduras, underlined the benefits of civil society
participation for long-term planning in politically unstable contexts.

The Main Committee addressed the draft Hyogo
declaration in the morning and completed negotiations on that document in the afternoon. Delegates also continued consideration of the draft framework for action, with
negotiations carrying on late into the night.
