Decision time: A delegate consults conference services staff about one of several draft decisions distributed during Tuesday's Committee of the Whole.

The Committee of the Whole (COW) adopted a series of draft decisions on at an evening session that ran past midnight Tuesday. Although Chair Louis Currat suggested that bracketed text that could not be agreed would be dropped, delegates referred contentious decisions in areas such as incentive measures and some parts of the financial mechanism back to working groups or informal consultations. Following another day of working group sessions, delegates adopted decisions on:
- conservation
- identification, monitoring and assessment
- terrestrial biodiversity
- a statement to the Special Session of the UNGA
- access to genetic resources
- additional financial resources
- agricultural biodiversity and
- the relationship of the CBD to other conventions.
In the corridors, delegates and observers opinions differed widely on the effectiveness of the decision on forests and biodiversity. Details of the day's discussions are in Wednesday's
