Saturday, 15 December: 2:30am: BREAKING NEWS: SMALL GROUP AGREES TEXT; PLENARY SET TO MEET AT 8:00 AM BALI TIME |
The small group of ministers and high-level officials has reportedly brokered a deal just after 2:00 am local time. The text would start a Bali roadmap leading to a post-2012 agreement in Copenhagen in 2009. The roadmap would include a "twin-track" process under the Convention and the Protocol.
However, the deal still needs to be considered by all parties in plenary starting at 8:00 am tomorrow.

Friday, 14 December: 10:37: Negotiations Go Late Into Friday Night |
Negotiations in two small, high-level groups were continuing late on Friday night, with slow progress reported. The latest news suggests that talks will continue throughout the night, with hopes of brokering a deal by Saturday morning. |

8:30 pm: Talks Go Down To the Wire |
As of 6:00 pm, high-level ministerial negotiations were still taking place behind closed doors, with negotiators apparently still disagreeing over preambular text, including language on Annex I targets from the IPCC and AWG. At 6:30pm, the COP reconvened, followed at 7:15pm by the COP/MOP, to adopt many of their items. However, key outstanding issues under the Bali roadmap remain, and high-level consultations reconvened at 8:30pm with same small group of countries. |
