Bonn Climate Change Conference – June 2014 The Bonn Climate Change Conference of the UN Framework Convention on Climate Change (UNFCCC) convened on Wednesday, 4 June, in Bonn, Germany. Throughout the day, the Subsidiary Body for Implementation (SBI) and the Subsidiary Body for Scientific and Technological Advice (SBSTA) met in plenary, while the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) met in an afternoon session. The SBI and SBSTA adopted their respective agendas and proceeded to open agenda items.

The SBI established contact groups on: the forum and work programme on response measures; the 2013-2015 Review; and arrangements for intergovernmental meetings. Informal consultations will take place on various SBI agenda items, including:

*revision of the guidelines on Annex I National Communications;
*date of the completion of the Expert Review process;
*provision of financial and technical support;
*the work programme on the diversity of nationally appropriate mitigation actions (NAMAs);
*review of the modalities and procedures of the Clean Development Mechanism (CDM);
*review of the Joint Implementation (JI) guidelines;
*synergy relating to accreditation under the mechanisms of the Kyoto Protocol;
*modalities for expediting the continued issuance, transfer and acquisition of JI emission reduction units (ERUs);
*procedures, mechanisms and institutional arrangements for appeals against decisions of the CDM Executive Board (EB);
*matters relating to the International Transaction Log;
*least developed countries (LDCs);
*national adaptation plans (NAPs);
*the Warsaw International Mechanism for Loss and Damage;
*the second review of the Adaptation Fund;
*the joint annual report of the Technology Executive Committee (TEC) and the Climate Technology Centre and Network (CTCN);
*Poznan strategic programme on technology transfer;
*capacity building under the Convention and Protocol;
*parties included in Annex I to the Convention whose special circumstances are recognized by the Conference of the Parties (COP);
*Article 6 (education, training and public awareness) of the Convention;
*matters related to Protocol Article 3.14 (adverse effects);
*progress on implementation of Decision 1/CP.10 (Buenos Aires programme of work on adaptation and response measures);
*financial matters;
*implementation of the Headquarters Agreement; and
*privileges and immunities under the Kyoto Protocol and Convention.

The SBI agenda item on information contained in non-Annex I national communications was held in abeyance.

The SBSTA established contact groups on: methodological guidance for REDD+; the 2013-2015 Review; agriculture; the forum and work programme on response measures; methodologies for financial reporting by developed countries; implications of the implementation of decisions 2/CMP.7 to 4/CMP.7 and 1/CMP.8; clarification of the text in Section G of the Doha Amendment to the Kyoto Protocol; and the work programme on the revision of the guidelines for the review of the biennial reports and national communications, including national inventory reviews, for developed country parties. Informal consultations will address:

*the Nairobi Work Programme (NWP);
*the joint annual report of the TEC and the CTCN;
*research and systematic observation;
*the Warsaw international mechanism for loss and damage;
*matters relating to Article 2.3 (Response Measures) of the Kyoto Protocol;
*common metrics to calculate the CO2 equivalence of GHGs;
*bunker fuels;
*Framework for Various Approaches (FVA);
*non-market-based mechanisms;
*new market-based mechanisms (NMMs);
*the work programme on clarification of quantified economy-wide emission reduction targets of developed country parties;
*scientific, technical and socioeconomic aspects of mitigation of climate change; and
*cooperation with other international organizations.

In the afternoon, the ADP resumed work of the second session, establishing a contact group to address issues including: adaptation; nationally determined contributions (NDCs); finance, technology and capacity-building (means of implementation); ambition and equity; mitigation; transparency of action and support; other issues related to elements; and pre-2020 ambition. Opening statements were then heard.
