A consortium of 33 NGOs distributed bars of chocolate to
negotiators to encourage an agreement on a global tax body.

FfD3 On Wednesday morning, at the third drafting session for the outcome document of the Third International Conference on Financing for Development (FfD3), delegates negotiated parts of the first section on a global framework for financing development.

A lively discussion took place on the global partnership for development and the relevance of the principle of common but differentiated responsibilities (CBDR), where Member States differed on whether to define a new basis for the global partnership, or continue with the spirit of the Doha Declaration. Differing views were also expressed on concepts such as universality and shared responsibility, and the relationship between the FfD3 process and the post-2015 development agenda.

Discussions took place in the morning on, among other things, scaling up efforts to end hunger; the establishment of a new platform to bridge the infrastructure financing gap; boosting access to finance for micro, small and medium-sized enterprises (MSMEs); protecting ecosystems for all and being mindful of the impact on the planet; and creating the right conditions to attract private capital.

Following the morning session, the meeting was adjourned until 4:50 pm. When it resumed, delegates commented on the Co-Facilitators’ new bridging paragraphs for the chapter on addressing systemic issues. The meeting then adjourned for the day, and delegates met informally to discuss the way forward.

Informal informals continued on trade, tax and debt through the day.
