With just two days left in the meeting, delegates to the 63rd session of the Intergovernmental Panel on Climate Change (IPCC-63) worked intensively throughout the day and into the evening. They convened in plenary and contact groups, making the most of the limited time left for deliberations.  

Throughout this meeting, Panel members have sought a path to consensus on two challenging issues. The first is the workplan for the seventh assessment cycle – an issue that has historically been viewed as procedural. It has taken on political weight in this cycle, as the workplan will determine whether the seventh assessment report will be ready in time to inform the 2028 Global Stocktake under the Paris Agreement. While many view this as an essential part of the IPCC’s mandate to provide policy-relevant information to decision makers, others have expressed concern throughout the first two years of this cycle that aligning the Panel’s work with the timeline of another intergovernmental body will create significant challenges for governments, and especially those with limited capacity.

The second major issue relates to the methodology report on Carbon Dioxide Removal and Carbon Capture, Utilization and Storage. While most of the outline of the report has been agreed, the Panel must decide whether to include chapters on direct removal of carbon dioxide from waterbodies and alkalinity enhancement of waterbodies. These technologies are new, unproven, and controversial; as such, many Panel members have expressed reservations about including these in a methodology report.  

Both issues were discussed at length during IPCC-62.  

The Panel will continue its work on Thursday, the final day scheduled for IPCC-63.
