Delegates heading home after "bagging" the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol on Biosafety.

 

The COP/MOP 5 closing plenary convened at 4pm. Delegates resolved outstanding issues with regard to decision on capacity building and adopted a total of 17 decisions, among others on the Compliance Committee; the Biosafety Clearing-house; the Roster of Biosafety Experts; HTPI standards; rights and/or obligations of parties of transit of LMOs; the Strategic Plan; Risk Assessment and Risk Management; public awareness and participation; financial mechanism and resources; and budget.

At 6:15 pm COP/MOP 5 adopted the Nagoya-Kuala Lumpur Supplementary Protocol on Liability and Redress to the Cartagena Protocol on Biosafety, followed by long ovations and statements lauding the success of the Supplementary Protocol’s adoption. Several stressed the importance of the Supplementary Protocol for the implementation of the Biosafety Protocol and expressed hope that it would represent a new approach towards addressing transboundary liability and redress for environmental damage.
