Climate negotiators have been meeting twice a year for more than thirty years trying to advance the multilateral response to climate change—the defining challenge of the 21st century. During this time, the process has delivered a number of breakthroughs, from adoption of the Kyoto Protocol and Paris Agreement to the establishment of funds that support mitigation, adaptation, and loss and damage activities. As the day’s discussions at the 2026 June Climate Meetings showcased, such breakthroughs do not happen overnight.

The decision to establish a just transition mechanism was hailed by some as a key achievement of the last governing body meeting in Belém. Negotiations to operationalize the mechanism are now illustrating how premature this celebration was: parties have widely diverging views as to its function and form. Developing countries want it to deliver means of implementation, whereas developed countries are opposed to creating yet another mechanism to channel money.
Other discussions in Bonn are proving to be just as challenging. These include talks on:
- the Adaptation Fund’s transition to exclusively serving the Paris Agreement;
- the mitigation work programme; and
- how to enhance the efficiency of the negotiations process.
In another part of the venue, delegates brainstormed what activities could be included in the new action plan, “Action for Climate Empowerment,” which aims to promote education, public awareness, training, public participation, access to information, and international cooperation. Throughout the two-day event, participants filled many whiteboards. How many ideas will make it into the new plan remains to be seen.
