The thirty-fourth meeting of the Open-Ended Working Group (OEWG 34) of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer resumed its deliberations on Wednesday, 16 July 2014, in Paris, France.

In the morning, delegates returned to the agenda item on the outcome of the workshop on hydrofluorocarbon (HFC) management. They also discussed organizational issues related to the Technology and Economic Assessment Panel (TEAP), including: the renomination of co-chairs and members of the TEAP and its technical options committees (TOCs); an update on processes of the TEAP for the nomination of members of its TOCs; configurations of the TOCs; and options for streamlining the TEAP’s annual technology updates to the parties. Delegates also addressed the proposed amendments to the Montreal Protocol, which seek to bring the control of the consumption and production of HFCs under the purview of the Protocol. These discussions continued into the afternoon.

In the afternoon, following the discussion on the proposed amendments, delegates heard an update from the Secretariat on their liaison with the the organizers of the Third International Conference on Small Island Developing States regarding implementation of the Montreal Protocol by those states. Under other matters, delegates heard an update from the Scientific Assessment Panel on four newly detected ozone depleting substances and discussed six draft proposals, including, inter alia, on: monitoring the trade of hydrochlorofluorocarbons (HCFCs); and halons recovery, banks and availability.

A contact group on monitoring of trade in HCFCs was established. A contact group on the TEAP report on the 2015-2017 MLF replenishment met over lunch. An informal group to discuss the TEAP report on ODS alternatives and the Secretariat Report was also established. Informal discussions and bilateral meetings took place throughout the day on the margins of the OEWG.

Two side events were held, entitled: Inventories and Nationally Appropriate Mitigation Actions (NAMAs) – assessing and reducing greenhouse gas emissions in the refrigeration, air conditioning and foam sectors; and HCFC Phase-out.
