Delegates during informal consultations
The thirty-fourth meeting of the Open-Ended Working Group (OEWG 34) of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer resumed its deliberations on Thursday, 17 July 2014, in Paris, France.

Morning plenary opened with consideration of CRPs for draft decisions concerning exemptions, including on, inter alia: extension of the global exemption for certain laboratory and analytical uses; the halons exemption for civil aviation; and a nomination for an essential-use exemption for chlorofluorocarbon-113 (CFC-113) for aerospace applications in the Russian Federation; and China’s request for an exemption using carbon tetrachloride (CTC) in testing water quality. The Co-Chairs also asked for progress reports from the contact group on replenishment and the informal group on TEAP and Secretariat report on ODS alternatives.

Delegates then addressed the proposed amendments to the Montreal Protocol on HFC management, continuing from Wednesday’s discussion. Discussion on the HFC amendments continued until lunchtime, and concluded with the establishment of an informal discussion group on HFC management, with the proviso that the group would not develop a CRP or any decisions, but it would present a summary of the discussions back to plenary. This informal group will meet Friday morning, before plenary reconvenes in the afternoon.

During the afternoon, delegates met in contact groups, informal groups and small groups. Two contact groups were held: to discuss the draft decision on measures to facilitate the monitoring of trade in hydrochlorofluorocarbons (HCFCs); and to discuss the TEAP report on the 2015-2017 MLF replenishment. An informal group met to discuss the TEAP and Secretariat Report on ODS alternatives, and a small group met to discuss breakdown products and opportunities for the reduction of releases.

Three side events were held, entitled: the Green Cooling Initiative – promoting climate-friendly cooling technologies worldwide; ATMOsphere Network Paris; and Cooling India and China with Less Warming: Accelerating Adoption of Climate-Friendly Alternatives.

In the evening delegates were invited to a cocktail reception hosted by the Ozone Secretariat.
