Deliberations continued at full speed on a range of items, indicating the wide-reaching agenda of the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA). Plenary convened throughout the day and in the evening addressing issues related to the Funding Strategy, farmers’ rights, and the Global Information System (GLIS), among others. Contact groups addressed the most controversial items: the enhancement of the Multilateral System (MLS) of access and benefit-sharing; farmers’ rights; and conservation and sustainable use of plant genetic resources for food and agriculture (PGRFA).

Discussions on the Funding Strategy drew attention to the limited amount of user-based financial contributions to the Benefit-sharing Fund (BSF), illustrating the linkages of the item with the negotiations on the enhancement of the MLS. Delegates emphasized the need for partnerships for resource mobilization and for enhanced flows of resources to the BSF.

Deliberations on farmers’ rights indicated Parties’ diverse visions on farmers’ role in agrobiodiversity conservation and agricultural development and on the Treaty’s role in implementation. Debate focused on the draft assessment of the state of implementation of Article 9 (Farmers’ rights) and the draft strategy on the options for encouraging, guiding, and promoting the realization of farmers’ rights. Delegates also discussed upcoming intersessional work under the Ad Hoc Technical Expert Group or a standing committee. Deliberations continued in a contact group.

Discussions on the GLIS and the capacity-development strategy highlighted continued capacity gaps related to data management and development of national inventories, and stressed the need for partnerships and regional cooperation, among other issues.

Negotiations on the enhancement of the MLS featured an open discussion on the three “hotspots”: expansion of the list of crops in Annex I, the payment structure and rates, and digital sequence information / genetic sequence data (DSI/GSD).
