CITES: Fourteenth Conference of the Parties

Highlights for Wednesday, 13 June 2007

The fourteenth Conference of the Parties (CoP14) to CITES convened in two committees throughout the day. A high-level Ministerial Roundtable was held in parallel to the meeting, and informal ministerial consultations took place throughout the day and into the evening on African elephants. Committee I, inter alia, approved the listing of red coral on Appendix II and adopted decisions on tortoises and freshwater turtles. Committee II, inter alia, adopted a partial resolution on budget and several decisions on tigers.

The high-level Ministerial Roundtable discussed topics including CITES' role with respect to enforcement, sustainable use and livelihoods.

  Hans Hoogeveen, the Netherlands (left), and Dutch Minister of Environment, Agriculture and Food Quality Gerda Verburg (right) briefed the media on the outcomes of the Ministerial Roundtable, highlighting its importance for placing CITES higher on the political agenda.

  Paola Mosig, Mexico, supported the US proposal to list all species in the genus Corallium (pink and red corals) in Appendix II but opposed the weight exemption and the fossil coral exemption.   Adberraouf Benmoussa, Morocco, said that Mediterranean coral is already protected.  
         
     
  In the afternoon, Francis Nheme, Minister of Environment and Tourism, Zimbabwe (left), updated Committee I on the status of negotiations on elephant proposals, expressing confidence that an agreement may emerge during the evening informal ministerial consultations.

  Highlighting the desperate plight of tigers, Sherub, Bhutan, quoted William Blake's poem "Tiger, tiger burning bright."   Krishna Paudel, Chair of the Global Tiger Forum, Nepal, encouraged parties to engage in transboundary cooperation on enforcement.   Julia Volkova, Russian Federation, lamented that only 450 Amur tigers exist in the wild.

  Lu Xiaoping, China, stressed that China’s tiger trade ban review is in accordance with the Secretariat’s recommendation to assess a new approach to address the illicit trade in Asian big cat.   S. C. Dey, Global Tiger Forum.   Hans Bauer, IUCN, supported implementation of a common tiger conservation strategy.
