CITES: Fourteenth Conference of the Parties

Highlights for Tuesday, 5 June 2007

The fourteenth Conference of the Parties (CoP14) to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) convened in two committees throughout the day on Tuesday. Committee I, chaired by Greg Leach (Australia), considered an international expert workshop to develop guidelines on non-detriment findings (NDF); production systems; trade in alien invasive species; transport of live specimens; nomenclature issues; species trade and conservation issues relating to Saiga antelope, hawksbill turtle, and sea cucumbers; and export quotas for African leopard and black rhinoceros. Committee II, chaired by Chi Sun Cheung (Hong Kong, SAR-China), addressed the budget, the strategic vision, the review of scientific committees, the Addis Ababa Principles and Guidelines on the Sustainable Use of Biodiversity (AAPGs), and CITES and livelihoods. Working groups were established on the strategic vision, the budget, the review of scientific committees, sea cucumbers, and hawksbill turtle.

  Volker Homes, TRAFFIC/WWF, said that management of stockpiles of saiga antelope parts must develop sufficient transparency to ensure that illegally-imported horns do not enter domestic markets.   Lu Xiaoping, China.   B. Lkhagvasuren, Mongolia, urged importing countries to consider alternatives to Saiga horn in traditional medicines.

  Richard Bagine, Kenya.   Einar Tallaksen, Norway, agreed with the Secretariat’s comment that the current draft of the Strategic Vision does not exceed CITES’ scope.   Jaques Berney, IWMC.

  Pasteur Cosma Wilungula Balongelwa, Democratic Republic of Congo.   Marcelo Vasconcellos, FAO, outlined a review and analysis of the status of commercially-exploited sea cucumber stocks.   Marika Tuiwawa, Fiji.  
           
       
  Malan Lindeque, Namibia, stressed conservation and livelihood benefits of trophy hunting and refuted claims of unsustainable quota levels and poaching increase.   Benson Okita, Kenya, introduced its proposal for repealing the annual quotas of five black rhinoceroses (Diceros bicornis) each for Namibia and South Africa.

  Zhou Zhihua, China.   Neil Ellis, Australia, underscored that CITES is not subordinate to other processes.   Carolina Dones, Argentina.  
             
       
  Thomas Althaus, Animals Committee Chair, Switzerland.   Rodrigo Medellín, Mexico, opposed the Secretariat’s suggestion to merge the CITES scientific committees.   Margarita Clemente, Plants Committee Chair, Spain.
