UNFSA Review Conference Ends in Consensus

On Friday, 26 May 2006, the drafting committee to the Review Conference
of the UN Fish Stocks Agreement (UNFSA or the Agreement) met early in
the morning and finalized the draft Review Conference report sections
that reflect negotiated outcomes on: conservation and management;
international cooperation and non-members; and monitoring, control and
surveillance, and compliance and enforcement.
The plenary met briefly in the morning to address outstanding agenda items
(the credentials committee report and the status of the Assistance
Fund), following which delegates returned to the drafting committee to
begin consideration of draft text on developing States and non-parties.
In the evening, the drafting committee recessed, and delegations consulted
in small groups on future consultations of the parties and possible review
conferences. Compromise text was developed, and edited to remove brackets,
and plenary resumed at 9:15 pm. Elements of a final report were adopted
at 9:24 pm, and President Balton declared the Review Conference suspended
at 9:31 pm. The Conference will reconvene at a date not later than 2011,
with the exact date to be determined during a future informal session.

Morning Plenary
|
Credentials Committee Chair Amarawansa Hettiarachchi, Sri Lanka, presented
the report of the credentials committee (A/CONF/210/2006/13) in plenary.
The report was approved without amendment.
|
FAO reported on the status of the Assistance Fund, stating
that the Fund's administration is proceeding smoothly and with a
short turnaround time, and noting UNDOALOS and FAO's efforts to
disseminate information about the Fund.

Drafting Committee Chair Fernando Curcio, Spain, reported to plenary on
the committee's progress.

Evening Consultations
|
Delegations from Latin America conferred during a drafting committee recess.

European delegations conferred during a drafting committee recess.
|
Delegates from New Zealand, Norway and Canada conferred during a drafting
committee recess.
|
Closing Plenary
|
|
At the start of closing plenary, delegates read copies of the drafting
committee outcomes.
|
European delegates conferred while they waited for closing plenary to
begin.
|
Mario Aguilar, Mexico, asked President Balton and the Secretariat to
look for any errors in the documents and correct them when preparing the
final report.
|
Gerhard Hafner, Austria, for the EU, congratulated President Balton and
Drafting Committee Chair Curcio on the successful conclusion of the work
of the Review Conference.

Ecuador thanked Drafting Committee Chair Curcio and President Balton for
their hard work throughout the week.
|
President Balton declared the Review Conference suspended and gaveled
the meeting to a close at 9:31 pm.
