Adaptation negotiators were in high demand throughout the day. Delegates continued to reflect on the development of indicators to track progress toward the Global Goal on Adaptation that was established in the Paris Agreement. The objective is to provide guidance to the experts tasked with further refining the indicative list of indicators ahead of the next negotiation session in Belém. 

Parties also debated the respective roles of the governing bodies to the UN Framework Convention on Climate Change (UNFCCC) and the Paris Agreement in the review of the Adaptation Committee. This governance debate has halted progress on the review for several years and is surfacing across an increasing number of agenda items. Discussions were more productive with regard to the guidance for preparing adaptation communications, where parties converged on conducting the review in 2028.

Possibly the most heated segment of the day was the consultations by the Subsidiary Bodies’ Chairs with parties on the implementation of Paris Agreement Article 9.1 (developed countries’ provision of climate finance). Developing countries underscored the inadequacy of current levels of finance, lamenting mounting costs related to loss and damage and the debt burden caused by non-concessional loans. A key question is whether to conduct standalone consideration of Article 9.1 or to consider it in conjunction with other finance-related provisions. The Subsidiary Bodies’ Chairs will take stock of their consultations and report back thereon in Belém.

UNFCCC Executive Secretary Simon Stiell urged the Western European and Others Group to swiftly settle on a nomination for the host of the 31st session of the Conference of the Parties to the UNFCCC, underscoring the need to launch logistics preparation and programmatic work. Australia and Türkiye reiterated their respective bids.
