On the penultimate day of the Subsidiary Bodies’ meeting, delegates scrambled to finalize work on key agenda items. Some discussions ended in applause, notably the gender negotiations, where delegates were already looking towards intersessional engagement to progress the development of a new gender action plan that many hope will be adopted in Belém.

In adaptation negotiations, the Global Goal on Adaptation (GGA) kept delegates busy for several hours. Tensions flared over how to reflect means of implementation in the list of indicators to be drawn up by technical experts. Delegates working towards the Adaptation Fund’s transition to exclusively serving the Paris Agreement found a resolution to their procedural quibble. Those reflecting on a possible revision of the guidance on adaptation communications agreed to reconsider the matter further down the line.
In talks on the mitigation work programme, references to the creation of a digital platform remained contentious—with no consensus on whether to discuss this platform under the mitigation agenda at all. In other rooms, some parties were frustrated that the technology discussions were not given adequate space and time, with the technology implementation programme and the review of the Climate Technology Centre being forwarded to Belém with little substantive progress.
In the afternoon, the incoming Brazilian Presidency laid out their vision for the 30th session of the Conference of the Parties (COP 30) to the UN Framework Convention on Climate Change (UNFCCC), underlining the need to connect the multilateral process to “real life” beyond the UNFCCC. Parties in turn outlined their expectations for COP 30. Comments related to, among others:
- calls for all parties to submit ambitious nationally determined contributions (NDCs) that respond to the outcomes of the Global Stocktake;
- a dedicated space to discuss the upcoming NDC synthesis report and respond to the gap in ambition that will be likely identified;
- developing concrete actions and milestones for the USD 1.3 trillion climate finance roadmap;
- discussions about reforming the UNFCCC process; and
- affordable accommodation and logistical support.
