28th Sessions of the UNFCCC Subsidiary Bodies and Sessions of the AWGs

Highlights from Monday, 2 June

The Ad Hoc Working Groups started on Monday morning. The second session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA 2) started by considering organizational matters, the work programme for 2009, and long-term cooperative action. In the afternoon, the AWG-LCA convened in a workshop on advancing adaptation through finance and technology.
The resumed fifth session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 5) began with opening statements and a brief discussion on organizational matters, before convening in a roundtable discussion on the means to reach emission reduction targets. Ad Hoc Working Group on Further Commitments for Annex I Parties Under the Kyoto Protocol

The working groups began with a moment of silence for victims of the recent cyclone in Myanmar and earthquake in China

China intervenes during the morning plenary (left photo); Robert Owen-Jones, Australia (right photo), for the Umbrella Group, noted direct linkages between AWG-KP and other UNFCCC processes, particularly the AWG-LCA, the Article 9 Review, LULUCF and maritime and aviation emissions.

Artur Runge-Metzger, EU (left), stressed the need to move from offsetting mechanisms such as the CDM towards programmatic and sectoral mechanisms, and ultimately cap-and-trade in key sectors in major developing economies. Duan Maosheng, China (center), called for simplifying the CDM and enhancing the roles of host country governments, the Executive Board and external experts, particularly from industry. Phil Gurnsey, New Zealand (right), supported sectoral approaches under the CDM, and stated that levies on emission trading and joint implementation would not provide a predictable flow of funding for adaptation.

On LULUCF, Tony Lempriere, Canada (left), supported altering existing rules, and said accounting should focus on anthropogenic emissions and removals. Ian Fry, Tuvalu (right), argued against substantial changes to Protocol Articles 3.3 and 3.4 (LULUCF).

On LULUCF, Jim Penman, UK (left), said the science has progressed in recent years and called for a common approach for developed countries.

Kamel Djemouai, Algeria, for the African Group (left), said the AWG-LCA's work should be conducted expeditiously, economically and transparently, and supported equity in process and outcome.

Ad Hoc Working Group on Long-term Cooperative Action: Workshop on advancing adaptation through finance and technology, including national adaptation programmes of action (NAPAs)

Bangladesh, for the LDCs, highlighted the need for all countries to prepare NAPAs, difficulties with accessing existing adaptation funds, and the need for climate-resilient development within a sustainable development framework.

SBSTA Chair Helen Plume , New Zealand, presented on SBSTA's work on adaptation; this slide illustrates synergies between SBSTA, SBI and the AWG-LCA on adaptation work.

Pasha Carruthers, Cook Islands, speaking for AOSIS, emphasized the need for a Convention adaptation fund, linking adaptation funding to emissions, an international insurance mechanism for SIDS, and adaptation coordination mechanisms.
