Meeting of the Ad hoc Open-ended Inter-sessional Working Group on Article
8(j) and Related Provisions of the Convention on Biological Diversity |

Reuben Olembo, on behalf of the COP5 President, highlighted past work on Traditional Knowledge and stressed that this meeting should help strengthen indigenous and local communities as stakeholders within the CBD. |

Hamdallah Zedan CBD Executive Secretary thanked the governments of Canada and Spain for the financial support of indigenous representatives' participation. He also addressed the priorities for the Article 8(j) work programme. |

Paul Chabeda, on behalf of UNEP Executive Director Klaus Töpfer, highlighted UNEP's current work on Article 8(j) related issues. |

Fred Fortier, on behalf of the International Indigenous Forum on Biodiversity (IIFB) stressed the need to ensure the full participation of indigenous peoples, especially women, in biodiversity conservation. |

Shakeel Bhatti, World Intellectual Property Organization (WIPO) highlighted the work of WIPO's Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore. |

Esther Camac of the International Indigenous Forum on Biodiversity (IIFB) explains that there are certain factors that lead to the loss of traditional knowledge and biodiversity. She also stressed the need to identify processes that threaten the maintenance, preservation and application of traditional knowledge. |

Rosalinda V. Tirona (PHILIPPINES) called for flexibility in definitions concerning indigenous and local communities. |

Sub-Working Group II | ||
CANADA said that CBD efforts should focus on developing a work programme on Article 8(j) which is complementary to the WIPO work programme and oriented toward: non-intellectual property instruments and mechanisms for traditional knowledge related to in situ conservation; elaboration of the nature of customary laws; and supporting capacity-building of indigenous and local communities to preserve and protect traditional knowledge. | ||
CHINA said that an international registry of traditional knowledge could offer global protection and called for benefit-sharing with knowledge holder in case of a patented innovation from traditional knowledge. |
