Once again, the climate community is gathering for the annual session of the Conference of the Parties (COP) to the UN Framework Convention on Climate Change (UNFCCC). This year’s meeting convenes in the Brazilian city of Belém at the outer edges of the Amazon rainforest—an ecosystem that plays a key role in regulating the Earth’s climate system.

In opening remarks, outgoing COP 29 President Mukhtar Babayev highlighted that with the completion of the Paris Agreement Rulebook and the definition of a new climate finance goal in 2024, the Paris Agreement is now entering its first full implementation cycle. Citing expected global warming pathways under current Nationally Determined Contributions (NDCs), UNFCCC Executive Secretary Simon Stiell reminded participants that the Paris Agreement is working, but urged parties to move faster so as to return to 1.5°C after any temporary overshoot.
André Corrêa do Lago took over as COP 30 President, recalling the diplomatic heritage of the 1992 Rio Earth Summit. He highlighted the importance of collective mobilization for the implementation of climate solutions, delivering on adaptation, and the integration of climate policy and economic development, informed by science. Brazilian President Luiz Inácio Lula da Silva urged parties to deliver on the USD 1.3 trillion climate finance mobilization goal and denounced climate denialism, calling COP 30 the “COP of Truth.”
Following the opening ceremony, parties swiftly adopted the agendas of the governing and subsidiary bodies. This agreement was reached based on the understanding that the Presidency will hold consultations on the various contentious issues not included in the agendas, including on developed countries’ climate finance obligations, trade-restrictive unilateral measures, and responding to the synthesis report on NDCs.
Several mandated events also took place throughout the day. Stakeholders reflected on, among others:
- voluntary cooperation under Article 6.2 of the Paris Agreement, with several speakers emphasizing this should serve to step up ambition rather than replace domestic action; and
- the engagement of local communities in the UNFCCC process.
