STILL NO RESULT FROM KEY TALKS AS PLENARY ADOPTS OTHER DECISIONS

High-level negotiations have so far failed to yield an agreement as ministers and senior officials remained locked in talks. Meanwhile, a Plenary held late Friday has adopted other decisions such as those on organizational matters, as well as the reports of its subsidiary bodies.

AGREEMENT ELUDES NEGOTIATORS

FRIDAY, 7:00 PM GMT

Delegates to COP-7 are still struggling to reach a deal as the meeting enters its final hours. As high-level negotiations continued late Friday, delegates were struggling to complete an agreement on the operational details for the 1997 Kyoto Protocol. Such an agreement is widely seen as an essential prerequisite for ratification and entry into force of the Protocol. The final stage of discussions began Thursday night, with a package deal on the mechanisms, compliance and Articles 5, 7 and 8 proposed in the evening by facilitators Valli Moosa of South Africa and Phillipe Roch of Switzlerland. According to reports, by 10:30 pm Thursday, all regional groups except the Umbrella Group had accepted the deal. At 11:30 pm, ministers reconvened to hear whether the Umbrella Group would join the consensus. However, no deal had been made by shortly before 1:00 am, and ministers decided to resume at 9:00 am Friday after consultations with capitals, amid concerns as to whether a deal could be struck Friday.
