In morning and afternoon sessions, regional discussions were held on implementation in the UN ECA, ESCWA, ECE and ESCAP regions. Thematic discussions were held on access to energy services, and on enhancing energy efficiency, pollution, climate change and industrial development. The Partnerships Fair and Learning Center also had ongoing evenets throughout the day. |

| Philippe Niyongabo, Africa Union Commission (left), emphasized energy access, hydropower and governance.
Josué Dioné, ECA (right), highlighted the vulnerability of Africa given the high rate of poverty and fragile natural resource based economies. |

| Blessing Manale, International Sustainable Development Cooperation, South Africa (left), highlighted inappropriate energy technology and barriers to domestic and foreign investment. |
| Anhar Hegazi, ESCWA (left), noted the lack of energy access by 21.4% of the population in a region dominated by oil-producing countries.
Fouad Shaker, Union of Arab Banks (center), outlined the need for mobilizing private investment and developed country cooperation. Aysar Tayeb, Petroleum Ministry, Saudi Arabia (right), called for Clean Development Mechanism and ODA support for carbon capture and storage.

Eliot Morley, Minister for the Environment, UK (right), provided a summary of outcomes from the regional implementation forum, and underlined the role of women and youth.

| To accelerate the challenges of accessibility, Vijay Modi, Columbia University (left), suggested focusing on institutional access and spreading costs. Noting that electricity in slums is often illegally supplied, Connie Smyser, Smyser Associates (center), highlighted the importance of social partnerships and regulatory support. |
| Stephan Contius, Germany, called for expanding energy efficiency measures worldwide, and noted that economies of scale result in lower costs. |
